I think we can expand to allow them. I'll update the rules. I see non-doll plushies and solid-molded casts like MLP as being /toy/'s territory, but it's not like we'll persecute their discussion as long as it contributes to the health of the board. (but we'll still restrict 1:1 sexual-use dolls and forbid realistic child sexual-use dolls).
/doll/ is dead at the moment. We never reached the critical mass necessary to sustain regular posting. The problem, I think, is that BJDs are a slow and personal hobby. The dolls themselves would become a kind of identity which doesn't really mesh well with imageboards' anonymity. Many owners own only a few dolls and don't take photos of them all that often, so new developments are limited.
