I though 30 year old boomers were the original, non-Jap image board users? The 90s had BBS pre-Internet, and then NNTP, IRC, webforums, and instant messaging at the end and into the 00s. Mainstream PaleoBoomers were TV people and didn't Internets until "smart" devices showed up, They were funneled into corporate social media via preloaded apps and defaults. This is when "social media" exponentially expanded. "Social media" wasn't even a term in the popular lexicon until the mid-to-late 00s, so it was weird to hear it retroactively applied to the older methods of socializing on the Internet.
Zoomer Internet culture is caca like Discord, Instagram, SnapChat and TikTok. Which are even more degenerate than the original generation of corporate social media (Faceberg, Twatter, Gooberit, JewTube), the places PaleoBoomers congregate. The Weeb caca was fringe 20 years ago and I don't even remember seeing it in the 90s. The only places anime penetrated into the mainstream was through video games, children oriented TV shows, and some lesser popular movies. Certain types of anime seem to have become the unofficial mascot of Internet grannies, so about on par with furfags in the "inane and embarrassing" department.

It coincided with all GUI and icon graphics adopting extreme minimalism aesthetics, Eberrything these days have an over simplified, sterile look. If I were to make a guess, its purpose is to psychologically condition users to believe the back end components of applications are also simple and limited in function.
