Not sure why but in recent times church doesn't want to present itself as a legal, spiritual institution instilling order but went full in with advertising itself with the love, mercy, forgiveness etc. so that people who don't research christianity themselves think it's just a bunch of hippies. Perhaps it's because of the recent world wars and also becoming independent from the state but the result is church is afraid to act firm in any mattter so that they don't scare away their target demographic.
